Reviews aren't kind to Podgorica. I've seen it described as boring, as a black hole, dull, uninteresting. I guess it depends on what you are looking for. We found a safe, walkable city with tons of green space, several rivers, hundreds of restaurants, with warm, friendly people. We rented a little house in Stara Varos (the old city), a short walk to the river, to downtown, with a tiny garden with a fig tree, an olive tree and a lovely neighbor who watered the garden and brought us figs. Podgorica was ideally located for day trips to Lake Skadar, to Durmitor and Biogradske national parks, to Kotor and Budva. Beach, mountains, nature, all easily accessible.
Our budget was $4,000 USD and we spent $3616 Rent was still our highest expense, but the house was charming and perfectly located (pics don't really do it justice, https://www.airbnb.com/rooms/23226977). Because Montenegro is so inexpensive, we splurged on dining out and on guided tours. We could easily have stayed for much less.
